iPhone is stuck in a reboot loop after the software update.

is it restarting after 3 minutes or simply not booting into the os and instead flashing the apple sign?

If the reboot loop started immediately after the update, try forcing a restart first. If that doesn't help, connect the iPhone to a computer and attempt an update or restore using Recovery Mode.

If the restore fails with an error (such as 4013 or 4014), or the phone continues rebooting afterward, it's likely a hardware issue rather than the software update itself.

If you can access the analytics logs, run an iPhone panic log analysis. The panic log can often identify the hardware component responsible for the restart loop before you start replacing parts.
