Windows Update and Microsoft sign-in fail

I recently reformatted my PC and installed a fresh Windows 11, but I’m still having problems with Windows Update and Microsoft services so I reverted to Windows 10 again.

Windows Update shows “Error encountered,” and signing into a Microsoft Office account takes several minutes before failing. When I run curl -4 -I https://www.google.com, I get CRYPT_E_REVOCATION_OFFLINE (0x80092013), saying the revocation server was offline, but curl -4 -I --ssl-no-revoke https://www.google.com successfully returns HTTP 200.

I also tested ocsp.digicert.com, crl3.digicert.com, and ctldl.windowsupdate.com; TCP connections can sometimes be established, but the HTTP requests either time out, return an empty response, or get reset. Test-NetConnection ocsp.digicert.com -Port 80 returns TcpTestSucceeded: True.

Even ordinary HTTP sites like example.com and neverssl.com establish a connection but return an empty reply. I’ve already tried completely reinstalling Windows, resetting Windows Update components, flushing DNS/caches, checking the Windows services, synchronizing the system time, and changing DNS servers.

Could this be caused by my router, ISP, firewall, or some type of traffic filtering, and what should I check next?

Answer this question I have this problem too

Is this a good question?

it could be isp but thats more unlikely id say. It is prob a antivirus software or proxy of some sort depending on what you are connecting too. Try to see what happens if you connect to a different network first or connect to your phones hotspot if you can. If this persisted even after you installed fresh. You could also just check if you are behind a proxy for now with netsh winhttp show proxy (in cmd prompt) not sure if you need to run cmd prompt as admin or not for this though
