When you say you have an IC problem, can you be more specific? There are dozens if ICs inside a phone; which one do you suspect and what makes you think that?
You seem to indicate it's related to the camera; what kind of problem are you having with it? What is it doing or not doing? The better you can describe your issue, the better chance we have of being able to help. The information you've given us so far isn't enough for us to go on to figure out what's going on with your phone..
