Depending on flip flop material (sole), you have several choices of adhesives. Rubber cement for soft synthetic flexible soles, silicone general purpose bath tub/caulking compound, Gorilla Glue, etc. Rubber cement and silicone cure as flexible adhesives. Gorilla Glue dries hard and may tear out. You have to determine what glue works best.
I repaired my old rubber sandals with synthetic straps that attach to the rubber soles in four places, each fitting into a slot. After years of use, they pull out. After removing any dirt, I carefully spray 3M rubber cement into each slot. The spray comes out as a little foamy. I insert the flat pieces into the slot and move it around to soak the fabric while still wet. Set aside for overnight drying, curing and it's good for another year or more before repeating. The rubber sole and straps are flexible for give so they eventually separate whether wearing them loose or snug. Rubber cement solvent evaporates quickly as it becomes tacky in a few minutes as a sign of curing.
