After replacing the WiFi chip and restarting, how do I get it to be recognized again?
Is this a good question?

Do you see any WiFi AP's from within the WiFi Settings lower window?
Try holding the iPad very close to your Router (Access Point) you might want to setup a WiFi sniffer to see if the iPad is even advertising itself.
If not, the chip might not have been the issue.

If you can 'See' the your local Access Point (AP). Is the signal strong or weak from within the listing. Does it get weaker as you watch the list?
If you mean, I can connect to the AP and it's stable, but web site connections drift accessible and then not?
Which model do you have? Is it the WiFi only model or the dual WiFi & Cellular model.

Sometimes Wi-Fi is available, and sometimes it is not. For reference, this is a Wi-Fi model.
