Does your speaker work at all? The ringer just uses the lower loudspeaker to generate your ringtone, so if other sounds work it's probably a software problem. If you don't have any sound whatsoever from it, you may have an issue with the speaker itself.
Try putting the phone into safe mode and see if it goes back to normal. If so, you may have an app that's interfering with your phone's ringer.
Check those things out and let us know what you find.
