Different countries have different wiring standards and how power is fused. So I can't tell you where to look as there are quite a few possibilities. You may want to get a local electrician in as he is equipped to deal with most of the possibilities.
Keep in mind you can get hurt if you make a mistake!
I would look for the breaker/fuse panel and locate the breaker/fuse for the outlet to see if it's still good. If not you may have a short in the line.
