For family members that have passed, Apple has specific programs to help you access their accounts or reuse their devices. You will probably need to contact Apple support, but they have more information here: https://support.apple.com/en-us/102431

We at iFixit are a hardware and components repair group and not as much for software or firmware issues nor forgotten passwords. I'd recommend you looking at other places for software related issues.
A good place to start would be:
