I've run into this before after a keyboard replacement, and it ended up being the ribbon cable not fully seated rather than the new keyboard itself. Since it's a whole row of keys, I'd reseat the connector first before assuming the replacement keyboard is faulty.

have you tried to clean the connector and the FFC end with some isopropyl before connecting the new keyboard? Otherwise the connector might not be aligned. inspect the connector very carefully with a magnifying glass. If everything is allright then it might be a fauly keybord (if you lucky enough)
