Seems like there's a fractured wire(s) in the charger's output cable or a loose connection (or bent pin?) in the charger cable's USB-C plug connector.
Try the following to see if you can isolate the problem further.
Insert the plug into the laptop's charge port and wiggle it about until the laptop shows that it starts to charge.
Then firmly hold the plug with one hand (ensure that the laptop is still charging) to stop it moving about and gently flex the cable coming out from the back of the plug, up and down and side to side with the other hand and see if the the laptop now stops/starts charging at all. Be sure to hold the plug as firmly as possible, whilst doing this.
If the laptop stays charging most likely it's a problem in the USB-C plug connector.
If the laptop starts charging on and off it's most likely a fractured wire in the cable.
In either event the you will have to cut the cable back a couple of inches from the plug and replace the USB-C plug and connect the wires in the cable to the appropriate pins in a replacement USB-C plug connector.
Not an easy job. It may be easier to simply replace the charger
