My laptop is not on and I am plug into her charger it's blinking red light

Had this happen on an old laptop. The blinking red light usually meant the battery was completely drained or the charger wasn't giving enough power—I'd leave it plugged in for 20–30 mins and try again. If it still won't turn on, could be the battery or charger starting to fail.
