A boot loop while connected to a wall charger can be caused by either the battery or the charging circuit, so it's hard to say from that symptom alone. The fact that it behaves differently when connected to a computer does make the charging path worth investigating, but I wouldn't jump straight to a Tristar/U2 diagnosis.

I'd start by checking the battery first, especially if it's an older device. Also, if the phone is able to generate logs, run an iPhone panic log analysis. The panic logs can sometimes point to whether you're dealing with a battery/power issue or a deeper hardware fault.
