Chromebooks don't have a driver store or download source - it's part of the OS kernel being Linux based. Something is wrong.
First thing: Hold the power button for 15-20 seconds, restart it. If it continues, move to the next step.
Next thing I would do is look for a setting for the touchchscreen and see if it was disabled,, but I see one large issue: These do not have USB ports onboard :-(. AT ALL. Did these come with a dock or have a dock option? If not, YIKES! It may be a total loss if you can't do a software flash with the Chromebook recovery tool if this didn't ship with a dock or it never had the option. You need to press a key combo on the notebooks (Esc+F3/Refresh) and you hold them until it asks for media. You will need a MicroSD for this one unless you got a dock.
Yours is a LITTLE different:
To enter Recovery Mode on the Acer Chromebook Tab 10 (N18Q1), press and hold the Volume Up, Volume Down, and Power buttons simultaneously for at least 10 seconds, then release them.
If that does not help, the touchscreen is dead. Chrome OS devices never work out economically after 18-24 months because they were cheap new, and parts total them out every single time.
