Refusing to power on, power button only blinks

Hello,

So im having this issue where my laptop only blinks its power button, it does not start up, no other lights come on, the power button only blinks. This is the behavior i've observed:
(It doesn't do this anymore, skip to next line) Upon charging it, it makes a high pitched noise (happens with or without the battery, around the charging port area),
When I press the power button, it stays on for 9 seconds,
It then starts blinking, with the pattern of on for 8 seconds, and off for 3,
I've looked at the manual and it does not say anything about this,
Holding the power button for 5s makes the blinking stop,
Holding the power button for ~15s the power button gives 3 short blinks, different from the ones its been doing before,
Ive also tried these to try to fix my problem:
Booting without RAM, booting without SSD, booting with neither, taking out CMOS battery and waiting half an hour and trying again, booting without battery, using a different RAM module, using a different SSD, all previous fix attempts without the battery, taking out the battery and holding the power button for 60 seconds, and finally taking out the battery, holding down the power button to let it "drain the remaining charge", and trying to boot.
I know that the laptop takes a charge as some leds come on (just the charging light) and it also does the same behavior, and while unplugged the battery holds a charge as I can still try to power it on.
I got it for free, and I have no idea what the previous history of the machine is but visually it looks fine and upon opening it nothing looks out of the ordinary.

@rgefas the high pitched noise could be some inductor whine. Does your motherboard get any power when you plug the AC adapter in? Any power on the battery connector?

Yes, the motherboard receives power when the AC adapter is plugged in, and the battery does charge. I could check again if you wish, however I’m not at home.

Also, I should add, for some reason the high pitched noise has stopped.
