Have a look at this post to troubleshoot incase it is not the power button that has failed.
To get to the power button everything must come out so refer to the PowerBook G4 Aluminum 17" 1-1.67 GHz Keyboard (1.67 GHz LR) Replacement Guide. You can find replacement parts on eBay
