Try using a Recovery USB drive to fix the problem.
A USB recovery drive can be created from any known working Win10 (Win11) PC.
All you need is a 16GB flashdrive (32GB for Win11) and 1-2 hours of time depending on the host PC.
In the host PC go to Control Panel > Recovery > Create a recovery drive and follow the prompts.
When you have the recovery drive, start the laptop and press the F9 key a few times and change the boot order to USB 1st boot option, insert the USB and then press Enter. Alternatively press the F10 key (or Esc and then F10) to get into BIOS and change the boot order there.
When the laptop restarts, it should boot from the USB recovery drive into the Windows Recovery Environment menus.
When in WRE go to Troubleshooting > Advanced > Startup repair and follow the prompts.
