Try a full power refresh and check if that fixes it.
Turn off the PC (if it is on) and disconnect the power from the PC.
Open the case and then locate and remove the RTC coin cell battery¹ from the motherboard.
Go to p.9 of the user manual, to see where the coin cell battery is located on the motherboard.
Press and hold the PC Power On button operated for a full 30 seconds and then release it.
Reinsert the RTC coin cell battery (+ve on top as marked on the battery), reassemble the PC, connect power to the PC and check if it turns on OK.
If it does there may be a message stating that the Date and Time are incorrect. This is normal as the BIOS has been reset by the above procedure. Once the Date and Time have been corrected, the message won't appear the next time the PC is started. Also, any user definable BIOS settings that were altered by you to suit whatever system requirements you needed, will have to be charged back again as well.
¹ When the RTC coin cell battery is out, measure its voltage. If it is <2.5V DC or if the battery is >4-5 years old, replace it. The battery model number is on the battery e.g. CR2032. If it is a CR2032, these are commonly available everywhere, e.g. supermarkets.
