The clock on my 2017 Rogue is displayed on my dashboard and my radio. The radio clock is in 12hr mode but the dash clock is in 24hr mode. The clock is set through the radio but there is no 12/24hr mode option to do so. Has anyone else had this problem?

Page 4-53 has instructions for setting the clock on a system without navigation; see 4-8 for those with it. Here's the relevant information on the non-navigation version.
Clock adjust
Press the ENTER/SETTING button to highlight the hours or minutes and then use the TUNE/SCROLL knob to adjust the value. Press the ENTER/SETTING button again to set the value.On-Screen Clock
Toggles ON or OFF the clock display on the upper right corner of the display screen.RDS Display
Toggles ON or OFF the RDS information displayed on the screen while the radio is playing.
I've seen some clocks where you select 12/24 hour format by continuing to cycle through the hours setting; if it starts showing numbers over 12, then it's in 24 hour mode, so you would keep changing the hour until you get back to numbers under 12 to switch to 12 hour mode.
