I can't power on my PC unless I plug it into light even when the battery is fully charged

There is a few things that could cause this.
This sounds like that the battery is getting worn out. This is even more likely if the laptop has been used for quite some time.
Do check if you can see battery health status in your HP software. If the battery health status is not super high, then it quite likely that the battery is old. In that case you would need to replace the battery.
To replace the battery, see your specific maintenance manual from HP, or check if your specific or similar model has a battery replacement guide here at iFixit.
