Quickest way to find out is to get hold of the mini manual (GE part # 31-3000390 or the service manual (GE part # 31-9326) as both will show how to run the diagnostic service tests which would help to narrow down what the problem is, as it could be any number of things e.g. faulty defrost heater, temp sensor, defrost temp sensor, control board etc.
Unfortunately I cannot find a free download online for either but here's a link that shows where the mini manual could be located in the refrigerator or if you can't find it, how to obtain it for free from GE.
If you find the problem and it due to a faulty part that needs replacing, here's a parts list that is useful.
Locate the wanted part in the list and note the part number that is shown for it. Search online for the part number only, to find suppliers that suit you best.
If you search on YouTube for (insert wanted part number) replacement, sometimes if you're lucky, you'll find videos that show how to remove/replace the part.
