Toshiba external hard drive DTP110

My Toshiba external hard drive when it's plugged in it says it can't be accessed because the parameters are bad or something I know that all my files are still on there I just can't access the drive I don't want to lose any of the stuff I have on it and curious as to how to get it off or how to repair the drive

@jerrycremer this "can't be accessed because the parameters are bad or something" could actually be pretty important. It might lead us to what causes this error. Assuming that this is not a mechanically crashed drive, you would need to get a PC that is identical then the one for your HDD. Then you need to transplant that PCB to your HDD as well as the BIOS IC which need to get from your old PCB to the new one. If this is a mechanical failure, the only thing you could try is to transfer the platter from the old drive to a new case. Usually you would need to do this in a clean room and it's a bit of a PITA to do that. Now, depending how important those files are to you, you may want to consider a commercial data recovery service. Not cheap but that will be up to you.
