Carburetor Hidden Idle Screw

How can I adjust the idle speed up? It Boggs down when I release the throttle and stalls. Also when starting I must have the throttle up to full or it won’t start. When running I can’t move the choke to run it must be kept on half choke. I need to know how to adjust the idle up
