First you siphon off the gas tank. Second you push or unscrew the spring loaded screw under the carburetor. This drains the bowl. If no screw, pull off the rubber gas (from tank) supply hose.

@tomroth drain it from the tank valve underneath the tank. Something like this should work well for you.
