Slow cpu speed in my laptop
My laptop is getting low cpu use it using only 0.igh but it's base speed is 2.3ghz I have changed the power plan but didn't work

Easy, you're relying on a slow or possibly broken CPU. Remove pads from underneath, unscrew, and you'll find the CPU on the motherboard. You'll probably find out that the CPU will be soldered, so you can't replace it with a better one. I would recommend getting a new computer or, even better, a desktop PC.

No but when on not in charging the laptop use full potential of cpu like 2.5 ghz as it base speed is 2.3 ghz
@ishantgupta Possibly a battery problem.
