title. when i turn on the power the lens extends, then makes a terrible noise, followed by an error to the screen "turn the power off and on again".

@loganmcalpine that very much sounds like a stuck lens which is one of the most common errors on digital cameras. Start of by trying to fix this with the few tips that are listed on here I found that most often the lens is actually damaged and requires a replacement.
Use the Sony DSC W180 W190 Level 2 Svc Man to disassemble your camera and to either work on the lens (replacement parts are a bit difficult to obtain) or to replace it. It is not to complicated and lenses should still be available. It's a great little camera and a worthwhile fix.
While you work on your camera, take lots of pictures. Once you are done with it, take those pictures and create a guide for iFixit.
