You need to determine what is making the noise so that you know what the problem is and how to possibly fix it.
Here's the DeVilbiss 525 Series 5-Liter Compact Oxygen Concentrator Service Manual.pdf that may help.
Go to p.16 of 44 and see how to access the compressor and the cooling fan to find out if either one is the cause of the noise. These are the two most likely components as they are running most of the time that the unit is in operation.
