Was given a Vizio D32hn-E0, never used and was told it was busted. Of course I plugged it up and tried turning it on. Screen shows some type of burnt image or what, but unsure if the screen itself is busted or if it’s an LED issue.

It’s not a backlight LED issue.
It looks like some kind of internal LCD panel damage.
You may be lucky and find a replacement panel. Try searching online using the panel part number found on the back of the LCD panel.
Otherwise you could try advertising the TV as damaged screen, parts only, as TV boards etc are usually wanted.
