1996 Ford F-250 problems

I have a 96 F250 7.3 I have a wire under the steering collum That is unplugged not sure what that is, need help idifying the wire, also don’t have taillight! Checked the fuses but no taillights help!!

It could be just the door chime/keys in ignition.
