How to use bezel adhesive strips?

Perhaps I'm an idiot, but I'm in the midst of replacing the bezel on this Ipad 2 2560 and cannot figure out how to use the adhesive yellow strips that shipped with the new bezel. I figured they would be double-sided tape of some kind but I cannot get them to split, even using magnifying glasses and a razor. There are no guides in the repair section on specifically replacing the bezel. What am I doing wrong?
