Can Power Supply be fixed?

I removed a Switching Power Supply 650W ATX 12V 3 pin plug of the PC from the multi-plug without switching off the mains power; consequently as I removed the 3 pin I shorted one of the pins and the power supply didn't work anymore.

Is it possible to repair this or not?

Just so i have this correct.

You unplugged the PC power cable from a surge protector? without turning the unit off right? what makes you think you shorted the pins?

I unplugged the PC plug from a multiplug connector which is not protected by power surge; when I pulled the plug out I saw a blue flash from the pin.

Whenever you have a device that is drawing current, and you pull the plug while it is either in operation, or drawing a current you are going to draw an electrical arc. The voltage is high enough that current still wants to flow through the air to power the item. So that would not be considered a short circuit. My question to you is exactly which plug did you pull, and why would you pull it with the computer still on?
