my phone it went for repair it came back with sim slot is not reading a simcard and i can't connect to wi-fi, and it was a contract phone and cannot pass through device control of the phone, please help me?

Since both the SIM and Wi-Fi stopped working right after the repair, I would take it back to the repair shop before doing a factory reset.
Try another known-good SIM first, just to rule out the card. If the phone still doesn't detect it, check whether the IMEI/baseband information is showing normally in About Phone.
The fact that Wi-Fi also stopped working makes me suspect something was damaged or left disconnected during the repair, especially around the logic board, antenna connections, or cellular/Wi-Fi circuitry.
I'd ask the repair shop to reopen it and check their work. If everything worked before the repair, they should be able to explain what changed.
