Does it close and lock if you turn the key in the lock and hold it in the unlocked position and then push down on the hasp to lock it in place and then return the key to the locked position?
If it does with the padlock unlocked apply some WD40 into the holes in the lock where the hasp moves and enters and with the lock turned to the unlocked position with the key, move the hasp up and down a few times to help with spreading the lubricant and then see if it works normally.
Also apply a drop of lubricant down the barrel where the key is inserted and insert/remove the key a few times. Each time you remove the key use a tissue to wipe off the grit/grime on the key before reinserting
