@saifallahb42317 check to make sure your throttle cable is not binding and that it can move freely. Check for a stuck slide inside the carburetor, as well as the return spring, to make sure it is still working. Next, check the idle speed screw on the side of the carb. Make sure that it has not moved inward to much and that is does not hold the throttle open.
Last things I can think off is to check for a vacuum leak. Check the rubber intake manifold, check for loose carburetor mounting or a failing crankshaft seal.
Let us know the exact year and model of your scooter, such as a Primavera or an LX 50, and describe exactly where this bolt is located on the scooter. Since we can't see what you see, post a clear picture of the bolt and where it is located so we can determine what it is supposed to hold etc. Once we have that info, we can help you figure out how to get your Vespa back in good running shape.
