When I plug in the charger, the watch vibrates, but the watch doesn't turn on. And the app cant synch the watch.

al enchufar el cable, se siente una vibración, pero el reloj no enciende. La aplicación no se conecta al reloj.

Try to reset the watch. According to the manual "press the button for 10 seconds and then release."

If that doesn't work, can you share whether or not the watch has been dropped, gotten wet, or was experiencing any issues before it broke.
