It has vertical lines across half the screen. The screen works, but the colors are strange and the screen appears to be in 5 hertz. Will replacing the T-CON controller help, or is it a faulty matrix controller?

I ordered a new T-CON, replaced it, and that didn't help. I still have the same problem. So I doubt it's the T-CON or motherboard issue. Is there any way to fix it? Will taping some pins fix the problem? I fixed the horizontal lines using tape, but when I tape the 4 pins, the ghosting disappears, but black horizontal lines appear across half the screen.
