I reset my devise and it did not uninstall the programs on it but I cant access the programs or uninstall them, any help? (I do not have a usb)

Screen is cracked and shattred, but tablet motherboard is still good and there is still power going to unit, not screen.

the dual core image is the only screen that comes on.....nothing else after that. It freezes on dual core image.
