Samsung S85: Why is my camera not turning on?

My Samsung S85 camera has been charged and the battery has been taken out and put back in. The camera will not turn on though. Whenever I press the power button, the light turns green but the screen does not turn on. Then a noise happens for like a few seconds.

My Samsung ES95 camera will not charge! When plugged in the Red light doesn't come on. It's as if the charger doesn't even fit it anymore! I've tried several different USB cables.
