Royal Heat RS-100: Why does the heat work but not the fan?

I know that the fan works because I unsoldered it and plugged it into an outlet. Upon reconnecting it, it again did not work... either in HEAT setting or FAN setting. What next to check?

Royal Heat RS-100: What Is This Part?

What is the part marked "357-0601"

It is a small rectangle about 3/8th of an inch wide and about 3/4th of an inch long with two black wires connected to it at one end, One of the wires has broken off and I don't know if I can just solder it back on because I don't know if it will damage the part.
