I factory reset my Packard Bill Air book 10.1 tablet/laptop now it's asking me to put in the most recent email or password that I used prior to or phone number or email and that's what I don't know even after I've done the hard reset what can I do now I've never even used it

I have a mini packard bell laptop that was working well but now press the ignition button to flash and then I hear the sound of the work then stop and the flash is still burning
