Midea Washing Machine: What causes the machine to stay on "spin" for an eternity?

I have done very small preliminary troubleshooting. Currently - the machine won't enter the spin cycle. I cannot tell if the motor is bad or if it is just receiving a bad signal. While watching the "rinse and spin" cycle with the back panel off (it was isolated!!) I did witness the motor attempt to roll, but no full revolution occurred. The belt is in great shape and the pumpdown cycle also works.

Not sure what is causing the spin cycle to not actuate. Also, the machine will stay in "Spin" for an indeterminate amount of time following a "cycle". To be clear, it will say 1 minute remaining while it just sits there.

I did notice a large amount of lint in the pump trap shortly after realizing I had an issue, I will be checking the pump cavity soon (tomorrow on my day off). I have found potential solutions in the way of replacing the PCB P/N: 17138100023396. Are there any technicians or do-it-yourselfers that have had this problem/model?? Thanks for any information!
