M6013 Capacitor Meter: Is it normal for housing of a capacitor to give off current

Hi,

My GE fridge doesn’t work and I noticed that when I touch one of the capacitors on the control board its emitting some current. Certainly not a lot (just a tingling feeling) but I doubt this can be normal ??
