LG Dryer: New dryer not turning on

The heating element on my old clothes dryer recently failed even though the dryer would still run on the air cycle. I had a new LG DLEX4080W dryer delivered and it failed to turn on. I checked the voltage on the red and black power connection on the back of the dryer with my Klein ET40 voltage tester and it showed 240v. I cycled the 30 amp breaker just in case. So I thought OK, even though it is brand new it must have some kind of defect. A week later, they brought me another new LG DLEX4080W dryer and the same thing happened. I tested this dryer as well and also got 240v. I can believe I might get one new defective dryer, but I can’t imagine receiving two. But I can’t see how there can be anything wrong with my circuit if both dryers showed 240v at the dryer electrical terminals. Does anyone have any thoughts on this? Thanks
