Kenwood TM-241a: Memory problems, erases when radio is turned off.

My Kenwood tm-241a has a new battery and still doesn't keep the memory. I program the memory and it will work until I turn the radio off for more than 3 seconds then it erases the memory. I replaced the 2032 battery and still same problem. How can I fix this?

It is model WS1010 Radio Scanner and Serial number is 0038275 and DISA number is 1004030777. My mom buys a bunch of random stuff around christmas time and gives them out as gifts to random people. Usually stuff on sale or clearance. This was left over from our last christmas and I asked for it. There is no receipt and I already tried get your code but that says there was no sale record. I sincerely doubt my mother is a thief. Is there a way to get the 6 digit activation pin?
