Start Dishwasher on normal cycle time is 2:53 minutes count down, it get to 46 minutes

 And stop counting down this last for 12 minutes and then start flashing F9E1 error code,

when I open it up the hot steam comes out but water is standing on the bottom

as high as the bottom of heating element .

Now if I let it cool down and press cancel and drain it drain just fine

or if I only use the rinse only cycle it works fine, I have replace the control board

 and the same thing happens?

It is only two years old.
