HP ProBook 450 G7: Pressing power button turns on keyboard light but nothing else happens

When I press the power button on my laptop, the keyboard backlights will enter a loop, where they turn on and off repeatedly, but nothing else happens. There is no image on screen, no boot messages - nothing.

When I try to power it off, it does not turn off.

Instead I let the laptop die once. After letting it die, I turned it on, and then only the caps lock dot light turns on and the laptop turns off.

Afterwards I plugged in my charger, then turned the laptop on, but it entered the loop again.

Any troubleshooting help works and will be greatly appreciated.
