HP Pavilion dv2700: System won't boot just a blinking cursor

I've been working on this HP pavilion dv2700 and it won't boot. when I access the BIOS the scree only has the date and time that can be changed. There is nothing for the hard drive or the boot sequence.

On the screen when I turn it on just has a blinking cursor.

Update (03/03/2016)

Thank You all for your input... It turned out that the hard drive is dead. I installed a known working drive and it would not power up. As a result I'm trashing this laptop and selling it for parts.

Thanks again for your help
