HP Mini 110-3131dx: Windows is stuck on never ending loop "Configuring Windows Updates"

When I go to update my laptop it will do the usual Configuring Windows Updates, but then if fails to configure the updates, restarts the laptop, and does the same process over and over. How do I get out of this never ending cycle?
