HP ENVY Spectre XT Ultrabook 13-2000: My fan is constantly running and it makes a bloody loud noise

I paid to get my fan replaced a couple of months ago, thinking that the noise would get better and the new fan would stop the constant overheating (even when im just running chrome). I also thought that getting the fan replaced would clear any dust build up. my computer is still overheating so this was not the right decision, are their any ways to improve the cooling without spending a lot of money and is there a chance that dust is still built up in my pc?
