HP DeskJet 1512: This piece keeps jamming the ink carrier

I have hp d1560 which I bought and didn’t use for years .. now I decided to get it to work .. but the ink carriers seem to be stuck to the right side after plugging it to the power source .. so when I plug it .. the carrier moves to left and right normally for a couple times then it just stuck to the right .. so I dissembled it and found that piece that makes the carrier stuck .. so i am just wondering what is this piece for ? and why it makes the carrier stuck ? is there any fix for it ?

thanks in advance !
