GravityLight: Why do the bags of rocks not move?

I have filled both bags of rocks and the bags won’t move. I tried to empty out the bags and refill them, but that still didn’t fix my problem.

I have filled in both bags of rocks and the bags are moving on the belt. Despite this, the white light is not turning on and the red warning light is not turning on either.
